Rumors of Windows 7 Release to Manufacturing (RTM) being finalized shook the blogosphere yesterday as Wzor reported that Windows 7 RTMed at Build 7600. In response to the raging rumors, Microsoft’s Brandon Leblanc posted on the Windows Team Blog stating that Windows 7 RTM has not yet been signed off. Brandon informed the public that when Windows 7 RTMs in the second half of July, an announcement will be made on the Windows 7 Team Blog.
He also provided some detail on the process behind when a milestone such as RTM is reached:

What exactly does this mean?
Microsoft is saying that Windows 7 RTM has not yet been signed off. Build 7600 may still be the RTM build if it checks out fine.
Upgrading from Windows 7 RC to RTM
Many were wondering whether an in-place upgrade from Windows 7 RC to RTM could be done. The official word on this is no. Users would be required to do a Custom Installation, which is also known as a clean install. Microsoft has discouraged the use of in-place upgrades between builds but also provided a workaround for those who insisted. The workaround relied on a file on the installation image called cversion.ini, which still seems to exist on the latest leaked build. This suggests that the workaround may continue to work with Windows 7 RTM.
Technet and MSDN
Technet and MSDN subscribers will be able to download Windows 7 RTM a few weeks after its announced. As we already know, Windows 7 Beta and RC keys will not work with the RTM.

Update: Windows 7 was set to RTM on July 13 according to rumors from numerous sources. It seems like Microsoft did originally confirm to RTM on the 13th according to the transcript of yesterday’s keynote posted on Microsoft’s website. However, Bill Veghte said at WPC 2009 that Windows 7 would RTM later this month.
Update 2: 7600.16385.090713-1255 has been compiled but it’s not clear yet if this is the Windows 7 WDK only or client.

Why is it so difficult to believe two remarkably candid announcements by Microsoft in the same day that the leaked build is NOT the final RTM build? They are not being evasive or coy, nor leaving anything to interpretation – instead, they are just stating as a fact the build is not the RTM build. Oh well, believe what you want….

Hahahah well said. RC 7100 works great…. I could only imagine RTM / Shelf copy’ll work even better if not the same as RC.
In other words, even the originator of the rumor is acknowledging that it is not the final RTM build. It is just a build in the RTM process, but since there is only one RTM build in the end, the OS has (logically) not gone RTM. I think that is what some of us (here and elsewhere) have been trying to get across from the start. People can grab a copy of they like, but if they think they have the final version, they are mistaken. It is just a build along the route to final….

coz no one needs a friggin x86 version, god knows why they still make one…
can’t afford 6, 8, 12 GB of RAM for a couple of $$$/€€€ then better start rationing ur food or u’ll starve to death!
time to move to x64
It’s not that 4-6GB of RAM is expensive, theres still a few of us whose motherboards do not support that much RAM and do not wont to upgrade their entire systems just yet. Mine for instance only supports 2GB (late ‘04) so it’s not worth the switch just yet for me
Meh. I would just download one of the other post-RC build, since they are feature-wise identical to whatever the RTM will be.
