Meu Windows 7 Home premium 64bits, não possui o display language para mudar de idioma. Como faço para fazer ele aparecer? Se é possível fazer isso.

I completely agree. MS now wants to nickel and dime its customers for something the customers always had before. So the extra money MS gets by doing is worth the animosity it will build among its customers? It’s like MS is trying its best to help its haters with better, legitimate reasons.
