Seems like Microsoft will be making a build available to those subscribed to the Windows 7 Beta program before the Release Candidate. The build number is: 7048.0.x86fre.winmain.090219-1845
An email was issued on February 26th to notify testers about the upcoming build:

I also received a tweet about some of the notable changes to be found:
Notable changes in this release: ultimate and professional versions are available now, OPK Tools and Symbols, and FULL release [language] packs
Send Feedback links seem to be removed as well.

Contrary to previous rumors, the build is still in the winmain branch. But technically it is part of the RC branch since it is the next step after Beta.

Uh, Windows 7 Beta (7000) is available in Ultimate editions, with Technical Testers receiving the Home Premium SKU for Anytime Update scenarios.
Thanks for the heads up. Professional is one step above Home Premium.
