Microsoft allowed pre-orders for Windows 7 at half-price in Canada, US, and Japan a couple of weeks ago. The problem with this is that it was not something that was advertised strongly and most of the non tech-savvy community never got word of it at all.
Gizmodo has been quietly mentioning this in some of their Windows 7 articles for quite some time now so I felt it would only be right to pass the message on. The tech blog thinks that another set of deals will be coming near launch, “plus… [they've] heard some stuff.”
It might be a good idea to hold off on pre-ordering a copy for now until we’re closer to launch.

If you pre-ordered through Amazon you will be ok…as I remember when I pre-ordered mine I was told in the email that if the price changes Amazon will adjust. I have seen this before doing pre-orders on other items through amazon. I doubt that MS will offer 50% off again though before October 22nd.
The announcement of the discounted Windows 7 had no expiration date on it.
I have been messing around with it off and on for several weeks, and finally decided to order it today, but I’m out of luck accorning to Microsoft.
I guess I’ll find someone who bought a new computer after July 1, and get their free copy.
