Early this morning, ArsTechnica spotted the Windows 7 Release Candidate download page go up on Technet. The page became a redirect to the beta download page moments after the discovery. The published date of May 2009 confirms previous rumors of a public May 2009 RC release. Windows 7 Release Candidate will be available as a download from Microsoft until June 30th, 2009 and will expire on June 1st, 2010. Both 32-bit and 64-bit versions will be available in English, French, German, Japanese, and Spanish. The hardware requirements remain unchanged:

I highly doubt it was accidentally
me too. My theory is they purposely did this so people would know when to start googling for it. It would leak out on the torrents first and people would find that first, saving MS thousands of dollars in bandwidth
