i have a little problem
my video card is not support aero
and you know the basic theme is ugly
so can any one modify the basic theme and change the taskbar color

I think there is a tweak or hack out there if i remember correctly.. I'll do some digging and see what i can find...
install this and see if it will enable areo for you... http://uxstyle.com/builds/UxStyle_Core_jul13_bits.zip
I think i read that it does, but i can't remember off the top of my head... Try it and let me know..

i dont need aero i need to change the color of basic theme

Time for you to get a new computer =P
Aero would deteriorate your computer's performance greatly. Thats why its been turned off for you

he could use aero and then use somthing like tuneup 2009 to scale down everythin else in his pc that would help a bit with the speed of his pc and at the same time change the colour of the taskbar but if im correct and i hardly ever am.lol cant he change his WEI scores to make it work
Hacking the WEI scores won't help because essentially what you are doing is telling the system what numbers should show up. The test is what is actually important and is remained unchanged.
As for the reason we are not giving you what you want is because changing the taskbar color is quite complicated and can also be very troublesome.
Your best bet is to download uxstyle and just use replacement themes. You can find what you need on google.

unfortunatelly Tune up 2009 didnot work on windows 7
Anyway i will buy a new video card today ...
